CivSMP's player-organisation system has two layers:
You can be in a town without being in a nation. You can't be in a nation without being in a town first.
Stand somewhere in the wilderness you'd like to claim, then:
/town new <name>
This makes you the Mayor of a new town. The chunk you're standing in is claimed automatically. The town spawn is set there too.
Town creation has a small fee. Check /town new without arguments to see the current cost.
Don't want to lead? Join an existing town instead:
/town list — browse all towns
/town join <name> — request to join (if the town is public)
Most towns require an invite. Ask in chat or check the Discord for towns that are recruiting.

Once your town is established, you can found a nation. You must be the Mayor of a town that isn't already part of a nation:
/nation new <name>
You become the King of the new nation, and your town becomes its capital. Other towns can now join your nation under your leadership.
If you're a Mayor and want to join an existing nation, ask the King to invite you:
/nation add <yourtown> — issued by the King
/nation join <nation> — sometimes possible if the nation is open
Once accepted, your entire town becomes part of the nation — all residents inherit the nation membership.
CivSMP has a dedicated GUI for nations. Open it with:
/nmenu
This is where you'll spend most of your nation-management time. It shows:
Every nation gets a fully customizable shield-style badge — pick a border, background color, and two pattern layers each with their own color. The King is the only one who can edit it, via /nmenu. Once set, the badge shows up:
Nations level up from 1 to 15, earning XP through several sources:

Each level unlocks:
Hitting level 15 is the ultimate nation-prestige milestone.
Open /nmenu → Achievements to see four progression tracks:

Every achievement pays out bonus XP, so the more you complete the faster your nation grows.
Nations have a shared bank account that all member towns can deposit to. Use it to:
Deposit via /nation deposit <amount>. The King controls withdrawals via /nation withdraw <amount>.
Towny's default nation rank hierarchy maps onto CivSMP as:

Promote a Mayor to Chancellor with /nation rank add <player> assistant.
